Mainly manifested in: First, the military product packaging and military equipment design and production do not match, the poor transport of equipment, due to poor packaging caused by damage to the package is more serious. Secondly, when designing packaging, only the safety requirements for transportation and handling are often emphasized, and the requirements for maintenance and management operations of troops are neglected. The secondary packaging problem of the military is very prominent. Third, on the level of logistics integration, it is not possible to smoothly implement “quick protection,” “accompanied security,” and “integrated protection.”

The main reason for the existence of the above problems is that our military's military product packaging design and production still remain in the old model of old ideas. The traditional approach is to consider the packaging problem only after the development of the equipment is completed; at the same time, the factors considered in the design of the packaging equipment are relatively single, and the applications are largely uncomplicated. Due to the lack of attention to packaging in the early stages of equipment, it was considered as a kind of work of attributes, resulting in the emergence of many congenitally deficient issues when weapons and equipment were put into use.

The equipment technology of our military has become more and more complex, and it is facing the problem that must be solved when packaging equipment meets the needs of modern equipment. The GJB1181 "General Outline for Handling, Handling, Storage and Transportation of Equipment Packages" issued in 1991 was to formulate uniform standards on the basis of summarizing our military's first-generation packaging equipment development experience. Its purpose was to introduce system engineering management to the development of our military packaging equipment. That is, changing traditional concepts and models, adopting new ideas and new methods of work, fundamentally solving the deep problems in the military packaging, and ensuring the continuous development of military packaging.

Second, the military packaging system project goals and requirements
As an organization management technology, system engineering studies and processes various problems and relationships within and outside the system from a holistic point of view in order to achieve the optimization of engineering design, production, and use. It is a method with universal significance. This method is exactly adapted to the needs of today's military packaging equipment development. The goal of the military packaging system project is to use the theory and method of system engineering to strengthen the development of the packaging, implement life-cycle management, and to unify the protection, security, economy, and convenience of packaging, and to insist on equipment technology and military packaging. Coordinating and supporting, and developing simultaneously; saving funds and increasing benefits; further improving the rapid guarantee of military equipment and the ability of comprehensive security to meet the needs of winning local wars under modern high-tech conditions. The basic requirement of the military packaging system project is to regard the packaging equipment as an integral part of the equipment, and to synchronize with the equipment for demonstration, development and production, so as to ensure that the requirements of the packaging equipment and equipment are consistent and comprehensively optimized. That is to say, in the stage of demonstration, the requirements for packaging, storage and transport and the objectives to be determined for the protection of packaging should be addressed; in the development stage, the design of packaging equipment should be carried out, and the performance of the packaging equipment should be identified; the production quality of packaging equipment (including software) must be guaranteed during the production phase. Ensure that the orderer can obtain the applicable packaging equipment.

This requirement reflects the system-wide lifecycle perspective of system engineering management. The so-called system-wide view is to "package equipment as an integral part of equipment." If the equipment is seen as a system, the packaging equipment is the subsystem that makes up this system. This understanding reflects the modern equipment requirements for packaging and transportation. This is very important for improving the status of packaging equipment in the development of equipment and overcoming the contempt for packaging and transportation. According to this view, when considering the packaging problem, we must proceed from the principle of integrity and comprehensively consider the effectiveness, reliability, maintainability, comprehensive logistical support, and equipment management and maintenance systems of the equipment in order to achieve the goal of overall optimization. The so-called life-span perspective is that the development of military packaging equipment runs through the entire process from demonstration to development and production, and is consistent with all stages of equipment development.
